Considering the changes we are going to face in the entire Bilingual-Dual program, I am enthusiastic and motivated to make changes and update my classroom within Dual Language Education. Having said this, my project is to improve, update and above all modify the previous system by replacing and updating obsolete material in my classroom.

Since 1968, the year federal support for the program began, confusion about the objectives to be achieved has been the Achilles' heel of bilingual education in the United States. Was the ultimate goal to teach language minority students the English skills they would need to succeed in American schools? Or was it, on the contrary, to develop bilingual competencies that would be beneficial both personally and for American society as a whole? Government policies on this issue have been ambiguous and contradictory. But regardless of the existing controversy regarding Bilingual and/or Dual education, the need exists, and we have the responsibility as educators to address this need in the right way.

My project is divided into three sections: Language Arts, Mathematics, and Science. Establishing the imminent shift to developing minds with a strong foundation not only in their primary language but also in their secondary language. Beginning with strong and persistent second language instruction, I must consider equipping my bilingual education classroom to become a dual language classroom in a responsible and objective manner. Many of you may be wondering what the difference is between bilingual and dual language education. Therefore, I will briefly describe the differences between the two types of programs or teaching models. Bilingual education focuses on emphasizing maximum time in the primary language, in this case Spanish—say, 80% Spanish and 20% English at the kindergarten level. Unlike dual language, instruction is based on 50% English and 50% Spanish. This allows students to move more quickly in their transfer to English and, if done correctly, more efficiently, allowing for a real and authentic foundation in the second language. Dual Education will allow our students within this education program to advance in a manner equivalent to that of regular education. My plan within my project is to equip myself with educational and organizational materials to distinguish between the two languages in Language Arts, Mathematics, and Science. This will prevent confusion and delays in their academic development.
